Notes on History of Women in the Construction Industry........Executive Order 11246, signed by President Lyndon B. Johnson on September 24, 1965 required Equal Employment Opportunity. WebsiteWebsite Executive Order 12067, Providing for coordination of Federal Equal Employment Opportunity programs. Website .Equal Pay Act Women's Bureau initiatives between 1977 and 1981. The Bureau made significant contributions to the Department's affirmative action efforts to expand opportunities for women in apprenticeship programs and in the construction industry. Policy involved amendments to Executive Order 11278 by President Carter. 1978 set hiring goals of 6.9% and hiring timetables for women on federally funded projects. The goals were never reached.
